Here about a week ago I had the boat plugged up on shore power here in the yard and I had the converter on and when I went out there barefooted and I touch the outdrive I got a little bit of a tingle like a shock is this normal from the anti-corrosion unit

Get it fixed fast. You are at risk of rapid electrolytic corrosion damage on your drive.

This is when its on my trailer in the yard hooked up to my house wiring, I was barefooted and when I touch you out drive it just barely tingled me

FYI the 'anti corrosion ' device is DC. What your getting is an AC leak.
Wow thats makes sense,dc shouldn't shock me, it could be my converter leak in the AC through thanks, I'll have to try it again sometime turn my converter off and see if it still shocks me

Something is leaking AC current to the goat's bonding system. Simple test:
  • Boat on trailer and hitch jack on a dry block of wood (boat and trailer insulated from the ground).
  • Remove the shore power supply from the boat.
  • Take a simple multi-meter and set it to AC.
  • Drive a piece of wire or metal rod into the ground around a foot or so and connect the common lead of the meter to that rod.
  • Connect the other (positive) lead of the meter to a conductive area on the out-drive.
  • Turn off all of the circuit breakers on the boat and plug in the shore power.
  • Take a "baseline" reading on the meter and record.
  • Connect the boat to the shore power and take another reading on the meter. If you have greater than 100 millivolt above the baseline then there is a leak/short somewhere in the shore power wiring on the boat to the circuit breakers.
  • Then one by one turn on each circuit breaker and take differential readings on the meter to "trouble shoot" and determine location of the fault.
If you have determined that there is an AC fault then that needs attention right away primarily due to the hazard but also the cathodic corrosion damage it can do.
