Could be a government tracking device, an explosive wired to sink the boat, or simply a transducer for depth

The first two sound fun I have been wondering about the black helicopters following me around.

I wondered the same thing. Traced it and it appears to be the old bilge pump hose maybe from one with a bigger ID. It will be coming out. Something the PO should have done. Lazy

I think I would get a pump to fit the hose, I could be wrong but the larger hose means more volume of water pumped out. If you get a bad leak you will need all the volume you can get. Just my thought.
