Speedo Tube Question

Last night decided to throw on some goggles and inspect the outdrive. Found a small black tube with what looked like a white plastic fitting just dangling.. After doing some research sounds like this is my speedo tube? My speedometer has never worked since I bought the boat, just use the GPS.

I'm wondering if it has always been disconnected and maybe a zip tie broke holding it? Now i'm questioning if the hole on the drive is plugged or not or if that tube actually just recently came off. What risk is there to my drive in this case, and can water get into my boat through that tube?

Ok thanks for the re-assurance.. I just wanted to make sure it's fine sitting in the water like that and not going to cause any issues.
