My starboard engine was cruising fine at 3400 rpm, but when I brought it back to idle it quit, and would not turn over.
My mobile mechanic pulled the plugs and found water in all 4 cylinders on the right bank. A pressure test showed an internal loss of pressure due to what it believed to be an internal cracked block.
I cannot imagine this is something that can be fixed. Am I right?
If I do need a new engine, I would appreciate any thoughts and recommendations.

Doubt it's the block, that would more than likely fill your engine with water not 4 cylinders on 1 side.

Find your leak then make a decision.
After reading your post I have come up with the following plan. Rather than have my mobile marine guy do any more work, I'll call my local marina on Monday and see when they can inspect the engine. I'll let them determine what is the problem, and we'll go from there. Thanks for your input.

More then likely a failed exhaust manifold/elbow. If they didn't clear the cylinders of salt water and inject some kind of oil into them the block will be junk in a couple of days. I sincerely doubt you had a internal block failure but rather a mechanic that would like to install a new engine.

You are correct. My mechanic did get out the salt water and lube the cylinders. He did not want to tackle an unknown problem, especially since he is unable to pull the engine if needed. I sure hope you are correct about it not being an internal block failure. I’ll keep everyone informed as I get more information. Thank you for your input.
