8.1 Won't crank

2009 270 Sundancer.
I recently had my engine rebuilt. It is back in but I can't get it to turn over.
1. Batteries are new and fully charged.
2. When I turn on the key the buzzer sounds but the gauges don't move.
3. Non of the breakers are tripped including the one on the engine.
4. I show voltage on both sides of all breakers.
5. The kill switch is in the on position.
6. The microswitch on the shift cable is in the neutral position.
7. Double and triple checked all wire connections.
8. Outdrive will not trim up or down.
Is there something that I am missing like another breaker? I feel like I didn't connect something but can't find any unconnected wires. The fact that I have no power to the gauges has me puzzled.

Power comes to your ign. switch with the r/p wire then leaves as purple to your gauges and R/Y to the starting system

it was installed by Who? You? the guy who rebuilt it? Someone else?
 
I am the bad mechanic. Took it out and put it back in myself. Did have the help of an engine lift.
Also going to try to troubleshoot the engine switch as Scoflaw explained. Unfortunately very tight in there.
 
90 amp fuse, found on the starter, is it hooked up?

Without it, it will do what you are describing.
 
Battery cable + to starter and heavy ground wire from battery to block. right?
 
Guess I should clear up what I said. Now that I think it through. No power to trigger starter solenoid.
 
Starter with 90 amp fuse leaves as red to 50 amp breaker leaves as R/P which powers to the ign. switch.
 
Check the bundle of wires at the battery. It’s very easy to forget to reattach one of the small ground wires.

The trim switch should work without the key inserted, as long as the battery switch is on.
 
Good news. Finally found it. It was the middle group of wires on the PCM. That plug was about an 1/8 of an inch higher than the outside 2 plugs. Pushed on it and was rewarded with a nice click.
Now everything works including the trim, gauges and starter.
