That's true, but tachs of that era have no connection to the ECM. They simply count the hours during which they are seeing pulses from the engine. You can pull the engine hours from the ECM with a tech tool, which may or may not agree with what the tach is displaying.
When I replaced my tachs, I wired up a pulse generator to the tachs and then "wound" the replacement tachs up to the correct hours, on the bench. The pulse generator just makes the tach think it's seeing a running engine.
