Engine hour meter?

We have a 2005 240SD. Does the hours meter on the Smartcraft guage only run when engine is running or whenever the key is turned on?
 
On mine, it works off the distributor running

Your “hour meter” is actually just display. The hours are recorded in the engine computer. I actually believe the Merc engine diagnostic tool can output the hours history data according to rpm band.

The 2002 Suzuki outboard I just bought keeps track of hours internally by rpm band. Bought a cable to mate it to my laptop and a disk for $70 on Ebay and all was revealed. The interface includes an OBD2 adapter. The mechanic who lacks this diagnostic tool is probably SOL. The older motors w/o diagnostic ports become less repairable as the Guard changes.
 
The owner's manual for that Suzuki OB says that engine hrs are displayed on start-up by code comprised tach needle twitches and warning light blinks. This could be an industry wide practice. Owner's manuals are available on-line.
