I'm heading to West Marine in 45 minutes to pick up a sealer to seal a hole I cut in the foredeck to mount a windlass. There is now exposed core through the hole that I want to seal before securing the windlass. I was thinking 3M 4200. Am I on the right track?

BTW, I want something I can pickup immediately and not order. I'm only around the boat a few more days and want to get this job done.

Agreed. Seal the core with epoxy first. Allow it to really soak in. I'd give it a day or so for it to harden before you mount the windlass. Use 4200 or the like to mount the windlass. Good luck.
 
I used an epoxy to seal the core then 4200 to seal the rest of it like mentioned
