My boat engines are 2008 8.1's with electronic throtle, I think those do not have the IAC muffler, instead it has a small hose that goes from the lower part of the Flame arrestor to the adaptor plate of the throttle body, any way, thanks much for writing your issue and solution, it was key to solve my problem!!!

Ok I’ll check it out on mine to see if it’s clogged as well. Thanks!
