No water coming out from seawater pickup tp raw water pump

Started my motors after not using them for a week (1999 38' Sundance) and noticed no water coming out of port side engine. Quickly turned it off and started troubleshooting. Changed the serpentine belt (it was worn), then proceeded to change the impeller (7.4L 454 mercruiser inboard). Put it back together and still not getting water, thought maybe I switched the hoses so took it apart again and still no water. I am stumped. Any ideas?
 
So when you take the lid off the strainer and open the seacock does water come into the strainer, maybe a baggie or something is blocking the raw water intake opening
 
I had a tiny piece of cork missing from the strainer cap and that was enough to cause it to suck air and not water. Also happened with my generator, easy fix if that is what it is.
