The heater may be the "O.E." to your boat, if it was, Searay customer service could tell you who the "O.E.M." was.
Are you sure it doesn't work? Does the seller actually know how to use it?

That carb. is designed to work correctly with 4-6 psi. fuel pressure. Nothing more and certainly nothing less.

Couldn't quickly find a picture of yours but this how clean it should be inside the throttle body especially around the edges of the throttle...
Hope it wasn't this one....
Check and clean throttle body and throttle plate.
