From what I've heard over may years on CSR the "wrinklemaster" is probably not worth repairing.
I would be interested in the date code on the old tires. You should also check the date code on any tires you plan to buy before you pay for them.
A good cleaner wax should take care of that in short order. Next would be On/Off and/or compound then wax.
Then there should be no reason whatsoever that you would need to switch PCM's.
Post the #s you need.
