If the foot pedals will not work either, it could be the Windlass control box mounted under the windlass in the anchor locker. Make sure both battery switches are set to ON as well.

I used a myriad of plastic scrapers to remove the old caulk so as not to damage the gelcoat, used some cleaner wax and compound and did final clean with acetone. Looked like new when I was done. Its a bulb with a weird size European base. I could only find one place that sold them several years back but I noticed they no longer do. They were expensive too. If I can find an extra Ill let you know.
