Not posting this to continue an argument, the internet is always full of people trying to police others, so not to worried about it...
But I am not illegal in my state, did not have moving passengers, they where seated the whole ride on there butts, with an adult holding them, who was there father, who felt they where safe as well, who is also a fellow boater, and I feel we had a safe ride in from a anchorage to my slip in glass smooth water.

"In Alabama, it is unlawful to allow any person to ride or sit on the bow,
gunwales, transom, or on the decking over the bow of the vessel while
underway unless such a vessel is provided with adequate guards or
railing to prevent passengers from falling overboard. Passengers or other
persons aboard a vessel may occupy these areas of the vessel to moor
or anchor the vessel, to cast off, or for any other necessary purpose."
