When I got my Sea Ray it came on a relatively new 2010 trailer with surge brakes. The guy wired in a switch to allow reversing. Is there any good way to tell if the brakes are actually working properly?

If the trailer has disc brakes, it should ALREADY have a reverse lockout solenoid. You'll have to better explain what this "switch" is. There should be no need to have a switch mounted inside the truck, which is what it sounds like is going on.

But, get the wheels off the ground and compress the MC to activate the brakes.

If the trailer is wired PROPERLY, disconnecting the 5-pin connector will deactivate the solenoid and if you go uphill in reverse (or start out somewhat quickly on level ground), the brakes should activate - but you would not know if ALL brakes are working. Doing the first suggestion I mentioned would, though.
