Given the revolving door of “the best people” of the current administration’s cabinet (did anyone last four years?). It’s going to be a real challenge to be worse.

No it's not. All you have is a bunch of retreads. Trump's problem was he listened to establishment people and got DC types instead of guys who think like him.

President Trump brought in lots of non-DC types, presumably because they think like him. He black-balled anybody who was documented as being opposed to his nomination or election which severely limited the talent pool of anybody who knew anything about the mechanics of government. Most of his non-DC hires were unsuitable, incompatible with the President or incompetent and either ended up getting fired or flaming out over ethics violations or even crimes.
