Bilge Blower Vent Scoop

Not sure what the actual name of the part is but what holds the bilge blower vent scoop on the side of a 290 amberjack. Looks like its just caulk or epoxy but not sure if there is any screws or bolts. Any help would be appreciated.

If you don't see any screws, it is just caulk/sealant on there to hold it.
