I got a 1999 190 signature cuddy cabin and I was wanting to know what all is involved in removing the bow rail.

Have you actually looked at it, yet, in regards to how to remove it? You should see screw/bolt heads on the topside. You'll need to access the bolts on the inside/underside.

I have looked at it however not in depth. I'm concerned with how to access the the portion that's closer to the bow which would be located in the cuddy cabin. I don't plan on reusing or re-installing it so us there a way to get it off from the outside of the boat and just cap the holes with something?

Is it in that bad of shape that it can't be repaired? Or are you just thinking of removing it and not re-installing anything?

It shouldn't be too hard to find where the nuts are - look for something to remove (soft trim piece, headliner-covered cap, etc) to gain access to where they are. On the plus side, it's a small cuddy so it's not like you have to look very far.

Trying to remove it from only the topside won't be efficient or effective.

It will definitely be through bolted. As Dennis stated, there will likely be round pieces of upholstery held on by Christmas Tree fasteners. Pop them off and the nuts inside will be there.
