If a battery is charged too long and it boils off the water is it a fire hazard if it continues to be charged.

The old dumb chargers are notorious for over-charging batteries, so much so that they are now banned for sale in some of the nanny'er states. That in combination with poor battery maintenance can lead to boat fires. Newer smart chargers can mitigate this, particularly if they come with a temperature probe. One of the first upgrades I made was to a Promariner charger followed closely by sealed AGM batteries.

Never good for a battery to even be low. Any time the plates get exposed, the level a battery's voltage will recover to, is diminished. Very low or dry, toss the battery. And if you have an old school bulk/constant charger, upgrade to new multi-stage smart charger.
