Engine only starts if throttle added

One of my engines will only start if the throttle is advanced about 50%. The other engine starts just by hitting the iginition switch. It does not matter if the engine is warm, or cold. It just wants some extra throttle to get going. Once idling, it is fine.
Techs have looked it over, and confirmed the IAC is good. Is there anything else they should look at?
It is an 03 280 with 5.0 Mercruisers.

Did they check the throttle position sensor...The output tells the computer where throttle is at.
They can get a dead spot in potentiometer and the computer gets messed up. Its a cheap fix if thats it.

I will ask them. Again the motor cranks just fine, it just will not fire unless throttle is advanced. Once running it is good to go.
 
Once fired, does it idle OK?
Yep. All is good then. I may have to let it rev for a second before bringing down to idle, but it is fine after that.
Makes no difference if engine is warm or cold.
