Generator on while at fuel dock?

Here is a poster that used to be on every fuel dock and a link to a much larger version http://newboatbuilders.com/docs/FUELING_PROCEDURE.pdf

My approach is this:
  • Dock. Engine off, all systems off.i leave the gauges on so I can see the fuel level (not ideal, but helps prevent overfilling)
  • Close all doors / windows / hatches.
  • All passengers off.
  • Fuel.
  • Open all doors / windows / hatches
  • Activate blower 5 minutes.
  • Check bilges.
  • Start engine.
  • Passengers embark.
My wife gets impatient with my procedure. Sometimes I’ll check the bilges, then let passengers on while the blower runs.
I follow same process and I always have to hold off the gas dock attendants who want to shove me off the dock right away as soon I've paid them. I get that other boats are waiting but they'll be waiting a lot longer if a boat blows up along with the gas dock.

Might be a local ordinance type thing?
I understand not running the gas gen at the fuel dock, but never gave much thought to diesel. We don’t run our gen very often when underway, just don’t have much need to, but understand why some do, no problem. I have never had my gen running when approaching the fuel dock. I saw this sign and thought of this thread when fueling yesterday in Buffalo NY.

I asked the attendant if that applies to diesel generators also and he said yes.
Maybe every marina has their own rules.
We don’t buy fuel in Canada because of the cost, but when we looped we did have to buy fuel one time, and they pumped it and made us get off the boat while they did it. Also made me make sure all electronics were off before they started.

I think the issue of running a diesel generator at the fueling dock may have to do with the ignition of stray gasoline fumes from another boat fueling drawn into the engine compartment. In that case there becomes a risk of ignition caused by the electrical output of the generator.

Sorry, I'm not doing the yellow thing above. I turn off the genny and run the blowers then turn them off. I turn the main power off at the panel. Pump the fuel. Then reverse the above. This has worked for the past 30 years.
