MercCruiser 7.4L/454 Bravo
Reside in MT, at Flathead Lake, most of the time. Retired LEO (42+ years). Former combat soldier (VN). 1989 268 Sundancer. Really like this boat. Trying to bring it back to it's original condition, although it does run well and look good, except for the steering, which needs a bit of work, or a winch to turn the wheel. CC
 
Welcome. I don’t know much about your steering issue but if you have a rack and pinion steering like mine you will need to look behind the helm, mine has a grease fitting. Give it a couple of shots.

Actually could be a simple replacement of the steering cable. Check that too.
 
Welcome from Idaho! My '92 was just about impossible to steer until I fixed a leaky power steering return line and filled the reservoir (just like on any other Chevy). Even then, it took what seemed like forever of full-left-full-right swings to purge the air from the system. Of course, the engine has to be running...

Thank you for your service. As was posted above look for grease fittings on the steering rack. If you need the cable, the numbers should be printed on it in several locations.
Make sure the drive is not binding.
