Need a SeaStar Hydraulic Steering Mail In Repair Recommendation

1994 Sea Ray 200 Overnighter w/ Mercury 135hp Outboard.

End of last season during the driveway system test before going out on a day trip, found the steering almost gone, inspection showed fluid had drained into splashwell then out of boat, only a little residue left in splashwell. Anyways, before winterizing I tried a few shops to get it repaired to no avail. I've done a few online repair quote requests this spring and though I get the auto-generated response that the message was received no follow ups.

Any recommendations where I can remove the cylinder and mail it in for gland/seal repairs and have the bleeders checked out?

Looks like this is one of those situations where I am better served testing my DIY skills. $100 for the gland/ring kit, $350 + two directions of shipping for rebuilt cylinder, or $450 w/ free ship for a new style cylinder.
