Ohio residents (title transfer question)

Question about transferring title in Ohio. Long story. Daughter bought a Razor from a guy in Ohio several months ago. She took out a loan for the Razor and paid guy #1. He said he had a loan so the bank had the title. He signed a bill of sale and said he would send the title to her when he got it. Several weeks went by and no title. She called him and he said he mailed it but it must have got lost. A few weeks later he claimed he sent it again. She called an attorney and told guy #1 if she didn't have a title by the end of the week she would file charges. At that point he fessed up that he bought it from a friend but they never transferred the title. So she contacts the original owner (guy #2) and he tells her he paid the loan off but never got the title. So she was supposed to drive 2.5 hours to Ohio today to get the title but the guy says the state won't release it because they never got a lien release letter from the bank. He now says that he went to the Clerk of Courts and got the title released today and now wants her to meet him at his cousins house (the cousin is supposedly a notary) Sunday. He said the bank got ahold of whoever they needed to to get the title released.

Anyway, my question is can the Clerk of Courts produce a title in Ohio? This whole deal has been sketchy. Apparently guy #2 is now mad at guy #1 for selling it and lying to my daughter being the legal owner and getting him involved.

Either way she will not be going alone. Either her boyfriend or me will be going with her.

So I already asked her why she got involved in this deal anyway. She said she felt comfortable having a signed bill of sale. Anyway, she is hoping to get this all resolved Sunday but I'm not sold on the story he gave her today about the Clerk of Courts.
 
Problem is she has put about $5000 in it in aftermarket parts already and fixed some things that needed replaced.
 
Yeah. We tried to warn her about it. For what she has in it she could have got a brand new one. She did meet with an attorney in Ohio and they talked about filing criminal charges and suing in civil court but hopefully it doesn't come to that.
 
UPDATE: Well her and her boyfriend went today and met up with the 'legal' owner and had him sign the title and got it notarized. She said she just needs to go to a notary here in PA tomorrow to get it signed into her name so seems like it all worked out in the end but not without alot of aggravation and frustration.

I don't know much about these Razors but it is a Polaris XP 2 seater (blue and green). I think it's turbo'd. It has touch screen navigation too. She said it has all the options and was pretty expensive new. She added new tires and wheels, replaced the drive belt and axle shafts and added some kind of crash bars below the doors.

Here it is a couple weeks ago. Yeah, thats her Jeep too. 2016 Sahara she bought brand new (leather, etc) then went out and added a 4" lift, 35" tires and 4.88 gears.
