One tab will not go up all the way

I have a 2008 240 sundeck. One trim tab will not go up all the way
I am told they need to order a trim tab kit from Sea Ray? Any idea what could be causing this issue?

SeaRay used quite a few different actuators (rams), including some that retracted more than others. Has it always happened, or just started? Sometimes people will replace an actuator not knowing that the ones on their SeaRay are not standard.
