Replacing trim actuators 2008 Sea Ray 290

I just took off my Bennett trim actuators and getting ready to install new ones. When I took the old ones off it looks like silicone sealant was used on the three screw holes and also where the hydraulic line came through the hull

Is silicone what I should use and if yes is there a marine silicone and who would sell it
If I should not be using silicone what type of sealant should I use.

I just did mine and sealed everything with 3M 4200.
