Twitchy courtesy lights

I just bought a 2004 300 Sundancer and all exterior lights around the floor area were burned out. I replaced them and they come on at all times, turn them off with the switch on dash and in a minute or so they are on then there off, no real pattern. I can hear a relay opening and closing in a box in the bilge that holds 16 breakers and has a warning as to not open or boat may explode. What do you think.

most likely that box(EIM) is going bad
it is about $500 problem

Thanks for the answer, I am finding that the anchor windlass pops the breaker on the same panel as the lights do. This probably is the problem isn't it. Is there anything in that box that a shade tree person could fix?
