Water in my oil

I have a 1998 Sea Ray Mercruiser 7.4 MPI, Which I purchased September 2019.
I started up the engine for the first time battery was low cranked the engine a few times didn’t start even with the emergency start. Replaced all 4 batteries started up the engine rough idle started making a noise in the engine sounded like something was hitting the valve cover.
I added some marvel mystery oil to see if the noise would go away. When I checked the oil it was a little milky and way over the fill mark. The manifolds and risers are new replaced in 2017. The mechanic put a bypass on the oil cooler, changed the oil and ran the engine, said it was still a little less milky. He is going to change the oil and filter again and run the engine with bypass if It holds it can be oil cooler.
The noise is another issue he said it could be a stuck valve, my question if he valve was stuck open and I was cranking the engine do you think I could have sucked in water from the exhaust? Any thought?
 
I had the mechanic winterize, since it was my first winter with this boat wanted to make sure it was done correctly and I also keep a bilge heater in all winter and we had a mild winter. But anything is possible.. Thanks!!
 
Your oil cooler could have failed. it is $100 from mr cool. If it over 5 years old and you are in salt water it should be replaced
