Water leak near through hull fitting

1989 30' weekender freshwater boat just dry docked for the winter . Over this summer I noticed a drip of water coming through the hull beside the starboard through hull fitting and valve for the engine cooling water . I believe the valve is attached to a wooden backing plate which is fiber glassed to the hull this is were the water appears to coming from [the backing plate.] I am thinking the clam shell strainer on the bottom of the hull may be corroded and leaking a good place to start I'm thinking is to remove the strainer on the bottom of the boat ,there are 4 Philips head screws holding it along with sealant and the pipe thread nipple that would screw into the valve above ,I believe . Any thoughts on this or tips on how to remove the clam shell strainer ?
