Your current prop can be part of your problem.
Google PropMD and give them a call. Tell them that you are only getting 4000 RPM with your current prop and what the make, model, diameter and pitch of your current prop is.
They can probably let you know if your current prop is responsible for a loss in RPM, and recommend a better prop for your boat.
 
Can anyone tell me the best way to set up my carb for max power! It runs very lumpy and doesn’t idle well! Just had it rebuilt and still not great and I’m lucky if I get 35 mph flat out at 4000 rpm!

The 3.0’s are notoriously lumpy and noisy.
Assuming your timing is set properly, plugs and plug wires are all good, not idling well is more than likely just an idle mixture screw adjustment.

Hi. Newbie to boats here. Got a 1993 Sea Ray 170 Bowrider (3.0 mercruiser) a few weeks ago. The old man I got it from took really good care of it. Garage kept and winterized every season. Boat run great up until last week. I noticed rough idling and now I can't even started without throttling. Previous owner didn't use it much for last few years and from what I learned so far I might need a carburetor rebuild/ spark plugs replaced and possible fuel filter replaced or cleaned. Prev owner did say to use only ethanol free gasoline. I don't think there pure gasoline gasoline around me so i just used premium grade gas. Where do I start? I am an engineer myself and would like to remove the carburetor myself and take it to someone that could possibly rebuild it, or if cheaper get a new one but have no idea where to start. Is there a place with tech manuals/videos on how to swap carburetor, replace spark plugs and fuel filter?

Changing plugs and fuel filter are pretty straightforward for anyone with even the most basic of mechanical skills and are a good place to start. Especially if you don’t know when they were last changed.
Consider changing the distributor cap and ignition wires too while you’re at it and check your timing once everything is together and running,
Changing the cap first and replacing the old wires in exact order, then changing the old wires for new wires one at a time will help to keep things straight if you are unsure of the firing order.
Having your carb rebuilt sounds like a good idea too.
Removing and re-installing Is pretty easy. Just use care when removing and re-installing the fuel line so you avoid twisting it.
I imagine that you can find lots of helpful videos on YouTube and if you are unsure of how to make final adjustments to the carb when installed your rebuilder should be able to guide you.

Your local Marine store should have them. See if you can bring along your engine serial number, if not, they should still be able to figure out the right part numbers.

Carb is now rebuilt, cap and cables replaced along with the spark plugs. Having issues adjust the carb. Can't get it to idle properly and hearing fuel spewing in the carb when throttling for some reason. Simply having trouble adjusting the carb i beileve. can't find straightforward instructions online
