So I think this thing is wired wrong. I tested L1 & L2 together and they cancelled each other to zero. Took your advice and removed the cover and it looks like it almost wired for 120/60hz. I appreciate your help! ALong with my neighbor who suggested testing l1 &l2 to see if it was indeed out of phase.
Call into broward armature in the morning. Think I know what has to go where but concerned about some of the additional wires connected to the same studs and if they should remain as is or be moved and I hope there is some play in their wires.

Yes that is configured for 120 volt only. Easy fix.

Can move line 1 and 2 easily enough with the jumper and the neutral with its jumper
unsure about the wires that are sharing the terminal posts. Drew this up so I can print and bring back to the boat.

I'm not exactly sure how it worked in the first place for 240 volts if you put the two blacks and the white on the same posts you took them off of.

I haven’t changed anything. Going to call broward in the morning but based on that diagram for the 12 post set up, I have to move each of the lines and jumpers where I drew on the photo.

Too many things not adding up; I'm sure you will agree. You should check the generator's AC power circuit breaker and see if a jumper is installed across the two poles. That would have probably been installed by SR.
As that circuit breaker was not sent to Broward it will tell the original configuration story. As you probably know the 450DA could be ordered in either 120 Volt or 240 Volt configurations. Does your circuit breaker panel in the cabin say "240 VOLTS AC" on it? I think based upon what you said about the volt meter reading zero it does and there will not be a jumper across the generator's circuit breaker. The wiring diag's in the boat's owner's manual show both configurations including the terminations on the generator quite well.

the generator ac circuit breaker did go to broward, Its part of the outer case/housing.
There is no jumper on the gen ac circuit breaker.
The boat was set up for 120/240v. option.
It look like they wired the ac terminal board for the 120v/60hz option.
What I was saying about it reading zero was to verify the phase issue you first described to me.
When I wrote about moving line 1 and the jumper , I meant the brass bar that connects from post 7&9 as they have it wired now. sorry for any confusion. I am probably not using the correct terminology.
Will update after speaking to Broward.

Mr. Ttmott, I really appreciate your guidance. I wouldn’t have slept last night thinking about this generator.
I emailed Dan at Broward Amature this morning. Sent the photos of how they wired the ac terminal along with the westerbeke page to verify the wire movements. He verified those movements and the movement of the brass bars to the locations in westerbeke manual. Had to move a neutral jumper on the board also. Once I did that, I was getting 120 across line 1 and 2 but still not the 240. Called Dan, he had me move one additional wire from the the voltage regulator to the neutral post.
After that I am back! Running. Totally psyched, to salvage the last 6-8 weeks of the summer with air conditioning and a microwave. Thanks for all your help. As far as Broward they were helpful in fixing the mix up over the phone , I was definitely a little disappointed when it didn’t work after the reinstall but 4K later and half a semester in electrical education, it’s all back running.
