Is this a “new to you” boat or have you owned it for a few years?In Reverse it has full power but in fwd it stutters and sputters somewhat and 4mph tops....

Yes revs fine in neutral and reverse, fwd is boggin like old gas but will not get any rpms and seems like 4mph is a safe mode top speed or something.What RPM is your engine reaching? Does it rev fine in neutral, but bog down in gear? Does it rev in gear but you just aren't moving? Need answers to some of these questions before any of us can spew forth opinions.

Agreed and understood...thats exactly what I'm hoping for yall to help me keep em honest because I will be taking it to a shop I'm notvery familiar with.If you don't know the answers to these questions, then no offense, but you are not going to be able to fix it yourself. Just get a marine mechanic to look at it. Then, when you get his diagnosis, you can run it by the people on this forum and we can help you understand what is wrong and whether the mechanic's explanation makes sense.
That said, my guess is the shift cable is stretched or misadjusted. There is an ignition cutout that cuts the engine ignition as you shift from neutral to forward or reverse. It prevents shifting under power and helps the transmission clutches shift smoother. If the shift cable is not adjusted properly it could be leaving the ignition cutout engaged or partly engaged when in forward. But diagnosis over the internet with limited information is impossible.
Have you verified that nothing is wrapped around the props?
It's not a safe/limp mode.
