Hate to be a bearer of bad news but a boat in that condition takes a special buyer who has the skills and money to get it operational. Market for almost 30 year old boats that have not been maintained is catch as catch can. You will be lucky to find a buyer. You may have to just give it away to...

Also pull the valve covers and tap each valve to make sure the valve moves otherwise you will bend pushrods.
Make sure your water intakes and strainers are clear.

On my 87 390E Sea Ray was nice enough to leave a one inch gap in the glass deck allowing water to FLOW in to the bilge under the teak that was hiding the gap. Maybe that is what the aluminum is covering. Why do you want to cut and pry?? I ground it all down and glassed over the gap.
