Replacing 20” Hatch arm

Hi, trying to replace one of the two lifting arms without removing the complete unit,
The use of Rivets did not work. The hole is to big on the boat side and the bracket is too thick..

What was in there to begin with? Was it a rivet? I've got the same situation with my forward master hatch. I was planning on removing the hatch frame after the season is over.

There are many sizes of rivets and different materials. You can get them quite long and thicker too. I would not try to use a toggle. You will need to drill out a huge hole and I doubt there is space in behind to insert and work a toggle.
 
Thanks, interesting tool. No, The hatch has never been removed. It has a Nice padded finished ceiling and I was hoping not to have to mess with that. There is No evidence of any past leaks...
