I really don't know much about the large black electrical breaker panel on the engine room forward bulkhead. So I went to take a closer look and thought I'd "flip" the breaker labeled "blower" as I'm having a problem with both blower motors. I come to learn there is nothing to flip and the box is sealed. Can someone enlighten me about the panel and why there seems to be lots of labeled toggles that don't move?

Those circuit breakers are called protected off circuit breakers. You'll see a little slot in the cover that prevents you from switching them off. Poke a utility knife blade in that slot and it will trip off.

Got it...and once I do that how do I reset to turn the breaker back on? My goal is to reset the "port blower" and "starboard blower" breakers as I trouble shoot why my engine room blowers are inoperative.

To reset it is just like other circuit breakers - press and reset. There is no cover on the reset/on side.

Edit - here is a closeup for ya
Mine are yellow as I upgraded to a 10 amp due to putting larger continuous duty blowers in.

Also, you will find by opening up that panel there is the blower control module behind there - it might have gone bad.

Is this it?

Yes that's it. They are pretty robust but still can fail.
Typically, if they fault or the blower motor fails or loss of power on one side the lamp on the helm/solon panel switch will flash.

And where do yo think this module is physically located on a 44 Sundancer? You said in another post...."Behind the main circuit breaker panel" meaning behind the engine room panel or behind the one in my salon?

That black box main circuit breaker panel in the engine room. The cover should be hinged - remove the perimeter screws and it will swing down. You should see the fire control module and the blower control module mounted in the back of that box.
