No power on 12V receptacles

The 12V receptacles at the helm and in the galley are not functional. I see that there is a listing for it on the EIM but it does not appear to be tripped. Also, I am not sure if there is a test button on that EIM or something but I cannot seem to locate it if there is. Is there a stand alone inline fuse or something? Any input would be much appreciated.
 
Correct. I am speaking about the 12V cigarette plugs.
 
Yes all breakers from the DC breaker panel are in the on position. I do see 2 accessory breakers on this panel though so I would assume one of those be for the 12 volt cigarette plugs right? I am going to try and turn both off and then back on as I have read elsewhere that it has worked for others.

My 2001 has the 12v receptacle fuse in an inline fuse holder wired up on the back of the electrical panel. 15amp fuse. Swing open your electrical panel and see if you see a fuse holder on the back of it.
 
Where is your fuse location? Behind the steering wheel and electrical control pads?
