Upgrade stock 28x11 angle cut trim plane for 39 Express Cruiser Question

My 1987 Sea Ray 39 Express Cruiser has two 28” span by 11” cord trim tabs. The inboard edge has no fin and is in fact cut at an angle from the propeller pocket outboard. See the picture. The outboard edge has a small 1” drop fin.
I would like to upgrade the trim tabs for more effective control and improved economy by using less of a tabbed angle at speed.
Two options come to my mind and I’d like input or other suggestions.
1) Keep the existing trim planes and install the 3” drop fins on the outboard edge as usually done. And then install the 3” drop fin on the inboard side of the plane where the cut angle ends at the full cord.
2) Replace the 28 x 11 tab inboard edge angled with rectangular 28 x 12 with 3” drop fins at both edges.
#1 is simple, #2 not so much. Thoughts?
