Yup. I actually bought both. Put the OEM part in the boat, but plan to try out the other when it arrives and see 1.) if it works and for how long and 2.) what it reads on the scanner. $37 vs $190 is quite a stretch, but allows for seasonal replacement and spares without much pain. Still...

So I've noticed that the Quicksilver IAC Valve #862998 doesn't have a pin/spring in the top chamber. Most of the comparable Amazon/Ebay parts labelled as "replacement for #862998" have a pin/spring in the top chamber, but otherwise look identical. I haven't done a side-by-side install...
