Do I need to add glass or just epoxy to seal the glass since I have bought a keel guard for it?

I found water in keel 2 gallons at least. I Drained it And waiting for keel to dry enough to patch. Sanded down and need to know what to do next. I am going to put keel guard on it but want to seal fiberglass first what is best way to do this?

I have a 1997 Sea Ray 175 and found similar problem. water dripping from keel where it had been patched by previous owner. I drilled a small whole and got out 2 to 3 gallons of water and tilted boat to make sure i got the rest. I have sanded of Marine tex that was there. I plan on letting it...
