Check the little screen in the spy glass by the pump and also check that the screens on the faucets are not stopped up. If it's not that, you may have a bad diaphragm on the pump.

I am no expert in this area, but I have the same motor and had basically the same problem. Turned out to be an ignition sensor that is located inside the distributor cap. It is only like an $80 part that I think I spent about $800 on mechanics to finally find.

Was the water intrusion issue mainly with salt water boats? I am looking at the same era boats, but live inland where there are only freshwater boats. All of the ones I have seen still have the old style exhaust. So I am wondering if it was not such an issue out here where boats spent their life...
