Out of curiosity, why does the raw water cooled system gasket have a restrictor in one of the holes? Why not just have them both open? Just curious.

On my 2003 350 MAG MPI the previous owner had a spacer installed that sets it further off the engine. They also ran a duct, similar to the blower, and connected it to the outside source. Has no fan, just looks like a vent. Any idea why this would be done? Is this normal?
