Hmm. I'll try something else then. I took it in to have the carb tuned and the shop said they didn't have any issues getting the thing to start up. Maybe it is the incline of the hill and the engine is trying to pull fuel too far up hill.

It appears to me to be a through hull grommet vent. I don't see any way to undo the screen from the exterior of the hull.

Any advise on accessing fuel tank on a 1976 SRV-195? I think I need to clean the vent because the engine doesn't want to start without a kicker of fuel in the carb, and when I was filling it up with fuel it would overflow fuel if it the nozzle was at a rate that didn't allow for air to vent out...
