Breaks no work after just 9 months

I bought my trailer brand new 4 years ago and it seems like every freakin year I have to spend a lot of money having the disk brakes re-done because everything is frozen. I bring a portable sprayer (weed sprayer) filled with SALT-AWAY and give them a good washing every time I dip, which is about every two weeks in salt water. These are surge breaks if that makes a difference. What am I doing wrong? I cannot afford to keep replacing everything every year, it is really eating into my rum budget :-(
 
What brand are the brakes? If you have to replace maybe consider the stainless Kodiak disk brakes. Even the the cheaper cadnium coated brakes have stainless pistons in the calipers. I have had other boaters complain about Tiedown brand beeing junk. This is from the offshore forum that I am on with my Formula.
 
Is your master cyinder completely returning and releasing the brakes? Try this, drive the trailer around for a bit. Couple miles should do it. Pull into a good flat spot and go to the farthest brake and crack the bleeder for a moment. If fuild shoots out then the brakes are stay under pressure.

This could be mechanical binding issue in the master cylinder actuator. Try lubrication the slide inside the actuator to ensure it is moving freely. Also checked for a pinched brake line.
 
I don't have stainless Kodiak disk brakes but I know they are another high quality manuf and they are also stainless.
