Changing Fuel Water Seperators 7.4 MPI

I was wondering if anyone else has experienced an issue I ran into this past Saturday. While performing the annual oil,oil filter and fuel/water seperator changes. Oil change went without issue. However, when I removed the fuel/water seperators mounted on the 7.4 MPIs both continued to flow fuel from the bracket head. This has never happed to me in 30 years of boating maintenance. The only thing I did different this time was I had powered off the engine circuit breakers at the power distribution panel.

Also fuel level in tanks was 50%.

I thought that the fuel solenoids were always closed when the ignition switches where in the off position, which should prevent this.

Has anyone run into this before, or have suggestions. This really concerned me because I had more than a gallon of FUEL in the bilge and took hours to cleanup and remove the fumes. Plus it was very tense for me.
