Does loose transom exhaust plate bolts = pull engine to tighten the bolts?

My friend has a 3 year old Rinker Fiesta Vee 270 with Bravo III drive.

Water is coming into the bilge. After some checking a mechanic told him its likely a loose transom exhaust plate and the fix is to pull the engine to tighten the bolts.

Is this correct? The only way to tighten loose transom exhaust plate bolts is to pull the engine?

Can’t you get to it under the engine? Over the engine? Any other ideas?

On my previous boat with an Alpha one, the plate could only be reached by pulling the engine. Pulling the engine on a boat isn't a huge exercise. I had mine out, the exhaust fixed, the oil pan changed, and the engine reinstalled in a few hours. Took longer get to the dealer for an oil pan, and then to go back to the dealer for the right oil pan, than to do the job.

exactly right.gotta pull the engine. the bolts are a star head style that a 12 point socket must be used on. not a horrible job,but a great time to clean your bilge. look at the bright side of the job
 
Make sure you wax the bilge.

When I did it, I only washed the bilge. Never thought of waxing it. Oh well. That boat is Someone Else's Problem, now.
