Fixing dragging trailer brakes

As far as that skidmark... I have found that when some braked wheels turn and others do not, it is a result of bad wheel cylinders. They get a little rust ring that keeps the piston from releasing. They are sometimes hard to find, but aluminum wheel cylinders stop this.
