Hertz versus Speed

Some of you have answered some of my questions about my voltage output. Also there was some questions about my engine speed. I am measuring around 63.5 to 64 hertz(no load). My throttle is wide open with the engine off. Since frequency has a direct relationship with speed adjusting the speed on the engine should take care of it. My problem is, the adjustment on the governor is about adjusted as you can get. I have reached the limit of my adjustment and I still have a reading around 63.5 to 64 hertz. At this point, I truely do not know if my engine speed is correct. One would assume that it is and we adjust our freq accordingly. Any advise
 
See you other post. 64 Hz = 3840 RPM. I posted the page from the Westerbeke service manual for setting the RPM. Might be a good time to change the oil in the governor while you're working on it.
