Hydraulic steering stcking

My 89 sea ray 180 has hydraulic steering by seastar on it. It sticks. When you first try to turn it it's hard. Once you get it past the sticking point it will turn either way but not easily. If you stop turning it it sticks again. Return line was just replaced before I bought it last week. Guy I got it from thought it might have an air bubble in the system. It has a 4.3 merc with a gm power steering pump on it. On a car these pumps are self bleeding. Is it the same on this system? I've tried turning the wheel back and forth several times Luke you would on a vehicle to get it to self bleed. I don't get any whining from the pump or anything. I'm hoping if it's not a bleeding issue it is just a bad pump as the steering rack is much more expensive. I have also made sure all the pivot points on the sterndrive arecgreased properly.
