Just had a 1999 370 Aft surveyed for purchase. Reported high moisture readings (18 to 25) over surfaces of inboard starboard stringer along engine compartment area. Area has satisfactory hammer soundings and reportedly checked as sound. Advise on the real world meaning would be appreciated. Any non-destructive way to lower moisture readings? From what I know of the boat the areas immediately adjacent to the stringer have been dry for at least a year.

I would say the only wat to be sure would be destructive testing. If your serious about the boat why take a chance. I know there are many variables that can affect test results. Theres many more fish(boats) in the sea!

No way to dry the wood out without opening it up.
Wood can sometimes be wet for long periods, and retain it's structural strength, without rotting, which is why it still passes the hammer test.

The surveyor is the best one to ascertain whether this is worthwhile pursuing depending on the extent of the intrusion and it's location.

It's easy to decide to move on and look for another boat, but it may be a relatively straightforward repair (MAY BE), in which case you can get a repair estimate and adjust your offer on the boat accordingly.

Might be interesting to drill a few small holes and see what if anything comes out. When I sold my 37 SR its stringers were dry. Moisture is common but not a good sign.
