neutral switch on 84 seville

I have an 84 sea ray seville and I can't seem to up the rpm in neutral without it going into gear, any advice? thanks

On my 84 seville, you have to pull the throttle leaver "out", towards the driver seat. Its rather awkward but after you do it a few times it will be second nature. Basically I grab the bottom with my left hand, and mid leaver with my right and kinda of wiggle and pull and it should pop out and feel "looser" than when its in gear.
